For the short and sweet answer, the Conditional Finality Exotic Shotgun can only be obtained by defeating the final boss of the Root of Nightmares raid: Nezarec, the Final God of Pain. However, players will only have a 3% chance per character weekly to earn the gun. This means that on each character a player possesses, they’ll have one chance at obtaining the Shotgun: a 3% chance.


For those who raid often, this isn’t a terrible chance, since the likelihood of the player earning the weapon after each loot clears. However, for those who aren’t able to raid as often, this gives them a meager chance of obtaining the Shotgun.
