The tool that is required to unlock red chests and electric doors is an upgrade to BD-1 called the Electro Dart. The fact that Cal will have countless encounters with both locked items long before getting the required tool is simply a feature of the ‘Metroidvania’ design style.
How to Unlock the Electro Dart Upgrade for BD-1 in Star Wars Jedi: Survivor
This upgrade will come roughly two-thirds of the way through the main story, in a Chapter 6 quest that takes Cal to the Koboh Observatory. In an area called the Fogged Expanse, Cal will quickly discover several of the electric conduits that he has encountered throughout the game. Working through the level, Cal and BD-1 will come across a downed Imperial ship, and while inside, BD-1 will find the part it needs to use Electro Darts.
Survivor will immediately make use of the new tool, requiring BD-1 to shoot conduits with the darts. This will be how the locked electric doors and red chests are opened. Look for the conduit attached to the door or chest, and use the Electro Dart to overcharge it.
Cal can now go back to all the locations throughout the game that he was not able to access, using this new tool to gather any new items and upgrades available to him.
